If you are a UK citizen mobility allowance is not means tested. It is assessed on basis of need because of physical or mental disability. (I believe this is decided by an assessor and I think you need to apply for P.I.P. (which is not means tested) but is a stressful and time consuming written application followed by a face to face assessment/s of the severity of your needs. This benefit is constantly being subjected to cut backs and arbitary sanctions by cash strapped Government but people with Parkinson's can be awarded this allowance if the assessor decides they fulfil the current criteria (diagnosis with PD is not in itself sufficient for the award but is dependant on how it affects your abilities.) . Hope this helps. If you need help with the application I suggest you contact Citizens Advice or your Social Worker/ Carer if you have one. It is a distressing procedure as you have to itemise everything you CANNOT do on a bad day and it can get quite depressing, but,if awarded, the money helps towards extra expenses incurred by disability and is there for those in need, so good luck!
I agree, the first thing the Parkinson's rep did was ask whether we were receiving Assistance Allowance which is not means tested and a 25% reduction in our Community tax. she came to our home and completed the form with us, which was very helpful.
