I don't know about any of these organizations, but they came up in a google search for guide dogs for poor person. There seem to be a lot of groups and programs for blind people to get free help. Organizations like Guiding Eyes for the Blind, Guide Dogs for the Blind, and Guide Dogs of America. the only thing that came up for guide dogs for poor person who has parkinsons was: Assistance Dogs International lists accredited service dog organizations. Also, if you call the Parkinson's Foundation, they have volunteers who can help search for what you need and call you back with a short list. for free.
