It’s interesting that you’re asking this question, because I thought that my extreme propensity to crying easily was, indeed, Pseudobulbar Affect. But apparently it’s not. My wife & kids concur that my tendency to cry at just about anything is rarely inappropriate— it’s just embarrassing! Similarly I have found that I tend to laugh harder, louder and longer than any else. Which, according to the same rotten children is equally as embarrassing! They warn me they’ll all be wearing bags over their heads at my funeral.

My husband has inappropriate laughing at things that are just not funny. When I ask why he is laughing he just shrugs his shoulders. I don't know if there is anything that can be done for it.

I find myself chuckling throughout the day, even when nothing is going on. I don't do it when I'm around other people, so I think it's a habit that I need to break. Fortunately I don't laugh loudly. Have never had the crying problem.

Thanks to everyone who responded to my Question. The answers I received showed the difficulty in understanding and measuring "inappropriate" laughing or crying. Has anyone received clarity from a doctor about this?
